If it fails both of the tests above then you most likely have a bad resister. This way you test the actual wiring and resister as the EEC sees it.
Repeat this test, this time removing the ground from the coil connector and placing the ground jumper on pin 2 of the TFI connector. Then use your OHM meter to test between pin 4 ( I think pin 4 ) of the EEC wire harness connector that you disconnected and ground, you should get 22k ohms.
